About the Project

The project

ACE:E2 (Adoption, Compliance, Enforcement for Energy Efficiency) is one of the three CECI’s implementation branches. “Clean Energy Cooperation with India (CECI)” aims at enhancing India’s capacity to deploy low carbon energy production and improve energy efficiency, thereby contributing to the mitigation of global climate change. CECI activities will support India’s efforts to secure the supply of energy and thus contribute to global energy security, within a well-established framework for strategic energy cooperation between the EU and India.

The ACE:E2 project focuses on buildings and especially on adoption, enforcement and compliance of the ECBC (Energy Conservation Building Code) in India through facilitating the transfer of knowledge and technological know-how from the EU experience in the sector and its adaptability to the Indian context, also through the involvement of the European businesses in the energy technologies sector and by fostering their cooperation with Indian actors.

Initially, the ACE:E2 project was addressed to four states (Maharashtra, Madhya Pradesh, Odisha and Bihar). Although the main work of the project is still carried out in those four states, the project’s scope was expanded to cover the whole India through regional and national workshops, reports that can facilitate other states towards enforcement of ECBC, as well as by reinforcing actions that enable the EU-India communication and knowledge transfer.

The main expected outputs from the project include the following:

Output 1: Energy efficiency legislation for the building sector is adopted, notified and implemented in the 4 targeted states.

Output 2: Design studies to retrofit/construct at least eight (8) existing/new buildings, according to very high energy efficiency requirements.

Output 3: Capacity developed at the state level to continue the implementation of the ECBC.

Output 4: Setting up of implementation forum and 4 regional and 2 national workshops to disseminate best practices of energy efficiency legislation in the building sector.

Output 5: Dissemination/showcasing of EU technical solutions to energy efficient buildings.

The Centre for Advanced Research in Building Science & Energy (CARBSE), at CEPT University aims at providing an impetus for advancement in building energy and resource management at large. Its objective is to carry out in depth research in the fields of energy-efficient buildings design and building construction process, environment friendly construction materials and resource audit & management.

CARBSE has established a building energy performance characterization laboratory, which helps to characterize thermo physical, hydro and optical properties of building materials and components. CARBSE has expertise in buildings and city level energy models, its calibration, thermal comfort, HVAC studies, building controls and management.

The Government of India set up Bureau of Energy Efficiency (BEE) on 1st March 2002 under the provisions of the Energy Conservation Act, 2001. The mission of the Bureau of Energy Efficiency is to assist in developing policies and strategies with a thrust on self-regulation and market principles, within the overall framework of the Energy Conservation Act, 2001 with the primary objective of reducing energy intensity of the Indian economy. Central Public Works Department

Through the professional expertise in disciplines including Architecture, Engineering, Project Management coupled with comprehensive experience in building construction and maintenance CPWD has been serving the nation for last 162 years and has executed priority of works in difficult and demanding geographical and climatic conditions. It has now grown into a comprehensive construction management department, which provides services from project concept to completion, consultancy and maintenance management. It is headed by DG who is also the Principal Technical Advisor to the Government of India. The regions and sub-regions are headed by Special DGs and Additional DGs respectively, while the zones in all state capitals (except a few) are headed by Chief Engineers.

Council of Architecture (COA)

The Council of Architecture (COA) has been constituted by the Government of India under the provisions of the Architects Act, 1972, enacted by the Parliament of India, which came into force on 1st September, 1972. The Act provides for registration of Architects, standards of education, recognized qualifications and standards of practice to be complied with by the practicing architects. The Council of Architecture is charged with the responsibility to regulate the education and practice of profession throughout India besides maintaining the register of architects. For this purpose, the Government of India has framed Rules and Council of Architecture has framed Regulations as provided for in the Architects Act, with the approval of Government of India.

Maharashtra Energy Development Agency (MEDA, Maharashtra)

Maharashtra Energy Development Agency (MEDA) is registered as a society under Societies Registration Act, 1860 (in 1985) and Bombay Public Trust, 1950 (in 1987) under the aegis of MNRE, Gol. MEDA provides assistance to state and central government to promote and develop new and renewable sources of energy and technologies and to promote and implement energy conservation. It is also working as State Nodal Agency in renewable energy sector and state designated agency in energy conservation sector and is committed to explore the resources such as Wind, Bagasse Cogen, Hydro, Biomass, Geothermal, Wave which are clean and eco-friendly in nature.

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL, Madhya Pradesh)

The Corporation has a large technically trained manpower well versed in energy audit studies as well as consultancy studies for total energy management for client industries. MPUVNL not only conducts energy audits for suggesting ways of saving on conventional power but also does feasibility studies for the uses of non-conventional energy in industry make pre-feasibility reports for actually setting up non-conventional power projects. MPUVNL is the only such agency in the country having a full-fledged Energy Management Cell-setup exclusively for this purpose. To date energy studies have been completed for over 230 private industries in the state.

State Urban Development Agency (SUDA, Odisha)

 

The Eight Plan Policy guideline envisaged integrated approach for alleviation Urban Poverty and servicing the urban poor with basic facilities so that quality of life improves. Keeping in view the strategy of the 8th Plan, and the revised guidelines communicated by Government of India in Ministry of Urban Development, the State Government constituted State Urban Development Agency vide Resolution No. 47588/HUD, dt. 20.12.1990 with the following objective: To restructure and strengthen the benefit delivery system through effective design of schemes bringing about structural changes in the existing organizational set up integrating the process of planning, implementation and evaluation.

Works Department (Government of Odisha)

This is the Head of Department office and functioning under Government of Odisha, Works Department. The Engineer-in-Chief (Civil) is the head of the Organization. Three Chief Engineers designated as Chief Engineer, (DPI & Roads), Chief Engineer (Buildings) and Chief Engineer (World Bank) are functioning under the Office along with Chief Manager (Technical) and Chief Engineer (Design). This Organization is mainly looking after the construction and maintenance works of P.W.D. Bihar

Bihar Renewable Energy Development Agency (BREDA, Bihar)

Bihar Renewable Energy Development Agency, has been established to promote development of schemes on non- conventional energy sources. It has been nominated as nodal agency to carry out the remote village electrification program. The State Govt. provides plan funds to BREDA for expenditure on subsidies for the schemes and also for the expenditures on establishment. BREDA is one of the premier organizations and has been working in the field of renewable energy development and energy conservation and is registered under society registration 1860 act in 1987.

Urban Development & Housing Department, Government of Bihar

The Urban Development department allocates resources to the State Governments through various Centrally Sponsored schemes, provides finances through national financial institutions and supports various external assistance programmes for housing and urban development in the country as a whole. Policies and programme contents are decided at the time of formulation of Five Year Plans.
