Short Biography of Rui Fragoso

Rui Fragoso has more than 15 years’ experience in the building sector. Since 2001 developed and managed projects in the construction sector and in 2010 joined ADENE – Portuguese Energy Agency as an auditor checking the quality of Energy Performances Certificates (EPC) issued under the Buildings Energy Certification System (SCE). Since 2012 he is the Head of the Buildings Department at ADENE and has been responsible for managing the SCE and its implementation following the energy performance of buildings directive recast. He has special relevance to activities focusing on the trans-sectorial intersection of the EPC database and its use at national level and on the simplified and effective dissemination of EPC data for promoting retrofit works.

He is also responsible for the coordination of ADENE’s participation in several European and International projects like the Concerted Action EPBD – CA EPBD (https://www.epbd-ca.eu/), the Resquest2Action (http://building-request.eu/), IEA EBC – Annex 56 (http://iea-annex56.org/) or the iBRoad – Individual Building Renovation Roadmaps (http://ibroad-project.eu/). He’s also the chair of the buildings working group of the EnR – Network (http://enr-network.org/).

Graduated in Civil Engineering at Instituto Superior de Engenharia de Lisboa (2001). Attained a Post-graduation in Planning and Sustainable Construction at Universidade Lusíada de Lisboa in 2005 and a Post-graduation in Building Acoustics at Faculdade de Engenharia da Universidade Católica Portuguesa in 2009. Attained also the qualification of BREEAM International Assessor in 2012.
